What is this kind of fabric called??

I know that what she used is just black lace over green fabric, but you know that kind of fabric where the pattern part (which here is black lace) is slightly raised, and it's sometimes a velvety feeling? What is that kind of fabric called?? Not just the velvet raised part but the whole thing together.

I thought it was called brocade but that's thin fabric, isn't it?

She used black lace over green fabric but there's a fabric that looks just like that which is one fabric on its own.
Ohh it must be called Brocade then cus that's what I thought it was called, but when I searched on ebay it was all this thin stuff.
