Maybe gather each of the tiers like really tightly and underneath each one add a few layers of tulle that's a few inches shorter than the fabric so it won't show?
Then it would be like each layer having its own petticoat so it'll stay puffy and not "droop". |

Other than that, Jenna was right: however many layers you want, each layer longer than the last, and gather them up to make them ruffly. If you didn't want to add the tulle underneath each layer(because it's a pain to work with sometimes), you could cut the layers long enough to go all the way around, and gather them up looser in the center, tighter as you go out, and that should give you some poof. | |
